The project asserts a controversial interpretation of the unitary executive theory, according to which the entire executive branch is under the complete control of the president. It proposes reclassifying tens of thousands of federal civil service workers as political appointees in order to replace them with people loyal to the president. Proponents of the project argue it would dismantle what they view as a vast, unaccountable, and mostly liberal government bureaucracy. The project also seeks to infuse the government and society with conservative Christian values. Critics have characterized Project 2025 as an authoritarian, Christian nationalist plan to steer the U.S. toward autocracy. Legal experts have said it would undermine the rule of law, separation of powers, separation of church and state, and civil liberties.

Historically, the uber-wealthy in this country have formed foundations to distribute their money — foundations they controlled and managed. While there are still a number of transparent foundations like this, over the last 10 years, the uber-wealthy have begun transferring their assets to donor-advised funds. Donor-advised funds are managed by various entities like community foundations, investment houses and the like. The donor tells the managing entity where they want their money to go, and the entity then makes the donations to the nonprofit on behalf of the donor. This allows the donor to give money under a cloak of darkness since the gift is listed on all 990s as being from the donor-advised managing entity rather than the individual donor. Nevertheless, one can learn a lot from reading over 990s.

For many decades, there have been efforts to advance radical proposals to weaken America’s middle class, stripping them of fundamental freedoms and subverting the rule of law, most notably by capturing the U.S. Supreme Court. But the Project 2025 blueprint makes those prior efforts look quaint. Project 2025 unabashedly promotes the wholesale violation of norms and laws, consolidating enormous power in a president and trampling on Congress’ constitutional role—to take away Americans’ long-cherished freedoms and opportunities. Not only would this authoritarian playbook make it easier for a far-right executive branch to weaken the independence of public agencies, install political cronies throughout the government, punish people it disagrees with, and control what news the media can report, but it would also allow the government to eliminate abortion access, health care choices, overtime pay, educational opportunities, and countless other programs that benefit communities and families.

Project 2025 proposes that the entire federal bureaucracy, including independent agencies such as the Department of Justice, be placed under direct presidential control - a controversial idea known as "unitary executive theory". In practice, that would streamline decision-making, allowing the president to directly implement policies in a number of areas. The proposals also call for eliminating job protections for thousands of government employees, who could then be replaced by political appointees. It calls for drastic overhauls of this and several other federal agencies, as well as the complete elimination of the Department of Education. But the Republican platform stops short of proposing a sweeping overhaul of federal agencies as outlined in Project 2025.

As Americans, there is nothing we hold more dear than our families, faith, and the American Dream. Unfortunately, Project 2025 threatens all three. Project 2025 presents a grim outlook for American families and the fundamental values and freedoms that exist today. The plan will drastically cut budgets to critical support programs, likely leading to widespread financial instability, health crises, educational setbacks, housing insecurity, and food shortages. Project 2025, while presented as a mandate to foster economic growth and enhance national security, poses a significant threat to the stability and well-being of countless families across the nation. If successful, the project is likely to lead to devastating consequences for existing programs and policies that provide essential support to families. Make no mistake—Project 2025 will undercut the American Dream for another entire generation. And it will have our government turn its back on hundreds of thousands of innocent people in vulnerable situations, which is exactly the opposite of what our faith calls us to do.

We read Project 2025’s entire 900+ page “Mandate for Leadership” so that you don’t have to. What we discovered was a systemic, ruthless plan to undermine the quality of life of millions of Americans, remove critical protections and dismantle programs for communities across the nation, and prioritize special interests and ideological extremism over people. From attacking overtime pay, student loans, and reproductive rights, to allowing more discrimination, pollution, and price gouging, those behind Project 2025 are preparing to go to incredible lengths to create a country only for some, not for all of us. If these plans are enacted, which Project 2025’s authors claim can happen without congressional approval, 4.3 million people could lose overtime protections, 40 million people could have their food assistance reduced, 220,000 American jobs could be lost, and much, much, more. The stakes are higher than ever for democracy and for people. These threats aren’t hypothetical. These are their real plans.

Military.com: Republican Project 2025 Takes Dead Aim at Veterans' Health and Disability Benefits
Project 2025 envisions significant reductions to veterans' health care services and disability benefits. Proposed changes could disenroll millions of veterans without a service-connected designation from VA-paid health care. Other veterans could lose access to VA health care for issues that "don't align" with their service-related conditions. Rolling Stone: Project 2025 Would Be a Disaster for Veterans
Specific recommendations in Project 2025 include eliminating concurrent eligibility for disability and retirement benefits, restricting disability coverage, closing low-priority VA medical care enrollment, and privatizing the Department of Defense’s TRICARE system. These measures aim to save billions but would substantially impact veterans’ benefits and services. If these policies are enacted, veterans previously eligible for service-connected disabilities may see those benefits revised or taken away. The Project 2025 manual additionally criticizes the 1991 Agent Orange Act and the 2022 PACT Act, which aid veterans exposed to toxic substances, for overwhelming the VA’s ability to process claims and increasing spending.
Center on Budget and Public Policy Priorities
Over the last several months, groups of House Republicans and the Heritage Foundation have released policy agendas that, taken together, would create a harsher country with higher poverty and less opportunity, where millions of people would face higher costs for health care, child care, and housing, and millions more would lose health coverage — all while wealthy households and corporations benefit from an unfair tax code that provides them with outsized tax breaks. These skewed priorities would exacerbate inequities in income, wealth, health, and hardship across lines of race and ethnicity, widening already glaring differences that have their roots in racism and other forms of discrimination.

Drastic cuts in federal funding--along with restrictions on how states can finance their share of Medicaid costs — would force states into a massive cost-shift from the federal government for their Medicaid programs. They would have no choice but to institute truly draconian cuts to eligibility, benefits and provider reimbursement rates. Such cuts would be furthered by the dramatic rollback of existing federal beneficiary protections and requirements, including those related to benefits and cost-sharing. This, in turn, would likely drive tens of millions into the ranks of the uninsured and underinsured and severely reduce access to health care and long-term services and supports needed by low-income children, families, seniors, people with disabilities and other adults. Moreover, because Medicaid is the largest source of federal funding for states, capping Medicaid would also likely lead to deep, damaging budget cuts to other state spending like for K-12 education.
